Customer Request - As a repo admin I want to be able to bulk-delete all issues from my issue tracker

Problem Definition

At the moment, setting the repository to have 'No Issue Tracker', doesn't remove any existing issues.
Repo admins may sometimes want to delete all issues from the issue tracker.
In case those issue are a lot, it's quite time consuming deleting them one by one.

Suggested Solution

Give repo admins the option to bulk-delete issues, or delete all issues in issue tracker.

Workaround

1. Delete issues one by one.
2. Write a script that uses the API to remove issues.
