Add filtering and sorting to commits resource

I wonder what stops filtering Commits resource

It is a big hurdle for us because we need to pull down a lot of commits for a given date range and forced to get all existing commits in order to subsequently filter them on our side.

This is very inefficient and often results in HTTP 429 (Too many requests)
