Feedback survey interrupts modal interface such as setting branch permissions, causing the previous modal to be gone (BBCDEV-2892)

When using a modal interface such as setting branch permissions, the feedback survey continues to appear in the middle of taking action in the modal. Once the survey is closed, the overlay remains but the previous modal is gone and the page has to be refreshed to start over. This occurred 3 times in a row. This is a very poor user experience that should probably be fixed immediately to avoid hurting your feedback ratings.
