Unable to transfer repositories from personal account to team account. (BBCDEV-3044)

You are able to go through the UI menu, and process to initiate a transfer form a personal account to a team account. However, notifications are never sent, or received for the transfer. This includes notifications to the bitbucket inbox, and email inboxes for the admin/owners of the team. This only occurs specifically when the original owner of the repo is also the owner, or admin of the team the repo is being transferred to.
