Customer Report: Issue description couldn't link to the specific lines of a source via direct URL.

This format of URL in the Issue description should link to the file's source page and highlight line 4 to 6 of the file:

This link should work in the issue description even if its changed from the colon to "%3A" - yet although it still links to the correct page, it just links to the file in general, as if the line selection wasn't there. It ignores the parameters.
