Allow user to configure a delay before starting a build (throttle)

In a very active git environment, it would be nice to set a delay or throttle on the pipelines triggers to be able to delay X minutes before triggering a pipeline. This way if multiple people are committing code, we don't run a build every commit, rather we just run one build, with all commits, after the X minute delay.
