Recent Activities(Overview) doesn't show approved activity after PR is updated

Summary

If User A approved a PR before the PR is updated, it will not show User A approved activity after the PR is updated
(With Reset approvals when source branch is modified checked on branch permission)

Steps to Reproduce

1. Check Reset approvals when source branch is modified in Repository Settings>Branch permission
2. Create a new PR
3. Click Approve
4. Update the PR to reset approvals
5. Navigate back to the PR
6. Click Approve
7. Navigate to Overview page

Expected Results

The approved activity will be show in Recent Activities

Actual Results

The approved activity doesn't show in Recent Activities

Notes

The approve/disapprove activities will continue show after user click disapprove and approve again.
