Unable to run pipelines manually when Main Branch doesn't have the yml file (BBCI-3833)

Summary

With the absence of bitbucket-pipelines.yml in the repository's main branch, the Run Pipelines option will not show in any of the commits even thou there's yml file in the other branch.

Steps to Reproduce

1. Remove bitbucket-pipelines.yml from the Main Branch (default: master)
2. Navigate to Commit>Click on any commit

Expected Results

Able to run pipelines manually even though Main Branch doesn't have yml file

Actual Results

Run Pipelines options doesn't appear in the commit

Workaround

• Add a bitbucket-pipelines.yml file in the Main Branch
• Change the Main Branch to another branch which has the yml file. Repository Settings>Main Branch
