Merging a PR from a fork in a Mercurial repository fires two identical 'pushed' events

Two identical 'pushed' events are fired when an pull-request is merged from a fork on a Mercurial repository. This is a problem because in-turn two webhooks are fired and two pipelines builds are kicked off. The two pushed events are for the same branch and both contain the merge commit.
