Add a tags page, same as the branches page

The latest blog post says it well: "Git tags have become essential to a Git workflow to mark specific points in your Git history (like referencing a specific version of a project by tagging a commit for your release)" https://blog.bitbucket.org/2017/01/20/add-tags-commits-bitbucket/

With the importance of tags in a modern workflow, a dedicated Tags page would be useful. Basically I'd like Tags to be a first-class item in the UI like Branches.

The current UI for tags is really fiddly. It's hard to find the latest tag, it's really easy to accidentally click the dropdown away while you're trying to search and scroll, there's no permanent URL to link to for releases (you can link to each separate release but not to a page that shows them all). The downloads page has a tags tab but it doesn't link from there to the tag pages.
