As a user I want to be able to disable/enable @mention notifications or configure them per repository

Problem Definition

At the moment, users cannot turn off notifications from bitbucket when someone @mentions them in a comment.
Some users would like to be able to configure whether they receive @ mention notifications, or alternatively enable/disable them per repository.
