Put a limit on how many branch restrictions can be added by customers

When customer is adding branch restrictions prevent them from adding too many to avoid page time out when accessing the Branch permissions page for modification.
Post a popup message as a warning that they have reached the allowed number of restrictions.
Customer by accident added over 1800 restrictions so the Branch permissions page wasn't accessible for him anymore.
