Allow changing of merge PR message templates

    Description

      Currently when you click "Merge" in a Pull Request, you get a message like below

      Merged in userOrOrganization/branch (pull request #)

The title of the pull request

Approved-by: Some name and email

      I don't need the extra information of title or approved-by. I also prefer present tense verbs in my commit messages. So I'd much rather be able to change the default message to

      Merge in userOrOrganization/branch (pull request #)

      This would also be useful if people want to add more detail to a merge or reorganize it
