When I merge a PR and a pipelines fails, the email that is sent says I committed the failing commit.
Which is not true, but I did add it to the repo.

I believe by merging a pull request, a new merge commit is created with the person merging the pull request as the author.
Yes you are correct. But it also happens if there is not a merge commit. If the new commits are added to an existing head (changes are rebased).
They should both receive the failed notification, but it should say the commit author commited the failing commit.
