Browser back button no longer returns user to top of PR. (BBCDEV-6517)

1. Go to a PR with several files (long enough to scroll some)
2. Click a filename in the list of changed files
3. Click the browser back button

Previous behavior: page scrolls to top

New behavior: page doesn't scroll

This makes it harder to navigate around a big PR.
