Diffs not displayed when containing folder name contains percent sign

When viewing the "Diff" tab in a pull request, if a folder name contains percent signs, clicking any of the file names within this folder shows you the diffs for the first file in the folder.

However right-clicking on the file name and opening it in a new tab or window displays the diffs correctly.

Looks like maybe URL encoding of the percent signs is causing a problem?
