Control which team members display on public team profile page

I currently admin a team with 65 users.

47 of those users show up on our public profile page. I can not seem to figure out why certain users are showing up and certain users are not.

For privacy reasons, I need a way to be able to control who shows up on this public page. (I do not want to make the entire profile private)
