cannot download file having a plus sign in its name

Steve Borho made a new release for TortoiseHg 0.8.2 but nobody can download it:

Further testing reveals that this is caused by the plus sign ('+' in the filename.

If bb can't serve such files, then it should probably reject them on upload.
