Bitbucket should enable to 'evolve.serveronly' extension

This extensions adds various improvement to the obsolescence markers exchange. Having it would improve the users experience and help gather data to move these improvement into core.

After discussing this with Erik van Zijst about this we agreed that creating an issue to track blocker and progress would be useful.
