Pull Requests - Default title be based on branch name and not on last commit

When creating pull request the automatically generated name comes from the last commit on the branch. This is a bit confusing as a branch normally contains many commits and the latest commit message is not always informative in a way that it should be used to describe the PR. It would make more sense if the title would be generated based on the branch name, which in many cases is the same as the Jira summary field.

    If a pull request contains a single commit, the first line of the commit message will be used to populate the title.

    If a pull request contains several commits, the branch name will be used.

    At this time, we have no plans to change this - it seems to work quite well.
