Rename link at bottom of each page for reporting bugs

There appears to be a usability issue with reporting bugs in the correct issue tracker: each page of issues in the issue tracker for the Bitbucket website has one or more invalid issues that actually belong to a project hosted here.

It seems people see the "Report Bug" link at the bottom and think that it's related to the repository they're currently viewing.

I propose renaming that link to "Report Bug in Website" to indicate that it's really for this website and not the currently displayed project. Hopefully, people will then take a second look and discover the Issues link at the top.
