Can't merge PR right away after approving if approval is required

Scenario
You have restrictions set on PR merging, for example at least 1 approval is needed by someone else before it can be merged.

Problem
If you approve someone else's PR you can't merge the PR because the page says that you still need at least one approval, refreshing the page fixes the issue.

Expected
After approving someones PR, then the Merge button should turn blue immediately and you can merge it straight away.

This used to work but stopped working around 4 days ago or so.
