Ability to view the private repository before accepting the repository transfer

When someone requests transfer of his own private repo to the organization, the administrator of the organization cannot view contents of the repository, which requires the administrator to:

• request for access to repository (which has much less security impact than transfer of the ownership),
• Communication with repository author,
• blind acceptance of the repo ownership.
