Add Webhooks page to system OR project settings

Like in Jira, it would be really useful to define webhooks in general (under Webhooks page in the system setting or project settings), instead of per repository.

I wanted to add the same webhook to many repositories and I had to go over each repository manually and separately.

I would like to be able to create a common webhook once, for example in project settings, and assign specific repositories to it (just like in Jira), or have the webhooks be automatically inherited by all repositories in the project.
