Pipelines and LFS usage warning pops up for 1 week after first usage

When using Pipelines or LFS for the first time, all admins of the team are shown a warning flag for 1 week following the first usage. Presently there is no way for an individual to hide this warning message or stop it. Instead, 1 week must pass before the dialog will expire.

The usage warning should be able to be dismissed by any admin of the team permanently if they so desire.
