Unable to Transfer repository with User's email address

Summary

While trying to transfer a repository to a new user using user's email address, there's no indication mentioned that user is not allowed to transfer ownership using user's email address.
Hence, it causes confusion whether the transfer request is being sent to the owner.

Suggestion

1. Show error when customer uses non-username to proceed
2. Allow user to transfer ownership using new owner's email address
