Hide Pipelines icon when disabled.

    Description

      The older optional features (wiki and issue tracker for example) don't show icons on the left side nav when they are disabled, but the newer one missed that feature. I have Pipelines disabled on my projects, but the icon shows anyway.

      Some of the users find this confusing.
