Users with admin access only to repository see incorrect message on Pipelines Usage

Currently, users who have direct access to repository will not be able to see the Build Minutes Usage. The "Usage" button in the pipelines tab does not give information. Users will also see the message "Your usage will reset on Invalid Date".

The cause of this is because the user does not have access to the account that owns this repository.

In this same Usage pop up, users with admin access to repository are seeing "0 / -1 free minutes used this period." which is incorrect.

If would be nice if there could be a pop up that shows that the current user does not have the required permission to retrieve the usage information.
