git clones dropped by remote or speeds going to <100KBps

Over the last few weeks we have seen the frequency of clones over ssh being dropped or the speeds starting out ok, but going down to well under 100KBps.

Example remote hung up:
Connection to bitbucket.org closed by remote host.
fatal: early EOF
fatal: The remote end hung up unexpectedly

Example slow:
$ git clone git@bitbucket.org:tnw/openhip.git
Cloning into 'openhip'...
remote: Counting objects: 23579, done.
remote: Compressing objects: 100% (9765/9765), done.
Receiving objects: 93% (21956/23579), 56.22 MiB | 67.00 KiB/s
