Cannot enter description in (or submit) pull requests

It's been a couple months since I used bitbucket and I see things have radically changed. Now I can no longer submit pull requests, probably because there is no description field showing up next to the "Description" header?

I'm running Safari (which is a supported browser, last I checked) on a Mac.
