PICTURES AND ATTACHMENTS ENHANCEMENTS

Developers attach images to PR's to show before and after code changes to UI issues to help reviewers see what the change is doing on the glass. Unfortunately, some pictures are large which forces a lot of scrolling especially if these pictures are in comments in code lines.

• Add support for image size adjustment similar to Confluence
• Allow devs and reviewers to attach pictures and adjust their size to show only thumbnail size and click to expand.
• All these attachments to also just be links
• Implement anchor link tagging to images so that users can attach pictures or thumbnails in the main comments section that link to code comments or files in the Pull Request
