Pull request hangs on using `<>`

If I create a pull request from a branch with a <> in it's name, the pull request hangs.
Only using < or >, or using it in reverse order doesn't hang the PR. But the branch name <foo> hangs as well.
It sounds like it has something to do with sanitising the branch name.

The hanging is similar to issue BCLOUD-7371 and BCLOUD-5837.

It's a minor issue, since there is an easy workaround (don't use <> in the branch name).
