Pull request - Merge pending forever

Conditions:

1. Setup the merge check - Check the last commit for 1 successful build and no failed builds
2. Create a pull-request to the branch that has the merge check(above).
3. Press "Merge when possible" on the Pull-request page.

The pull-request will never merge (even if the build succeed).
