Permission error with power up reading repos from Bitbucket.(BBCC-470)

Reading/showing incorrect results for API call to users permission on boards. A pop up is saying that the "user is unable to link repos if they don't have invite permissions" on the board, and this code path is seemingly being hit by customers that do have these permissions.
