Pipelines hangs: occasionally customers will see build hang when using Docker (BP-1268 )

We have seen a few cases when customer is using a Docker and the process hangs at the start and fails to proceed, unless the user stops it the process times out.
Stopping the build and re-running it fixes the issues, need to identify the root cause why this is happening.
