Build Teardown does not always show

The Build Teardown section does not always display on failed steps. This is a problem when trying to configure test reporting based on the logging.

The Test Report parsing itself will run. The absence of any reports suggests the parser could not find an XML file in an expected directory. But it is difficult to debug this without feedback in the Build Teardown logs.
