Webhooks failures cause duplicate Pipelines builds (BP-1331)

We will see that sometimes when the original webhook times out or fails, but the retry is successful, customer experiences duplicate builds triggered on the same commit SHA.

We need a mechanism in place that will prevent duplicate events
