Unknown staff users started to show in "User on Plan" Settings

Few days ago I found there are users whose doesn't belong to our company in Users on plan section under our team Settings.

Total number of users above the table is correct, but in table there is much more users than only our members.

All the Staff users have access for bitbucket:bitbucket-staff under View access link in table.
