Pipeline docker image not rebuilding after update

I have specified a new Docker image from the Docker hub in my .yml file. This image successfully runs the build steps that I have in the configuration file, but one of the steps fails in the Pipeline.

My guess is that the updated image is not being fully refreshed and that old image layers are causing this behavior.
