Branch permissions does not adhere to permissions when 2nd branch permission set as "Everybody"

Unable to write to branch with the following configurations.
Branch Name : testfrom/master

1st Branch Permission
Branch Pattern - *
Access - Write Access & PR Access - None

2nd Branch Permission
Branch Pattern - testfrom/*
Access Write Access & PR Access - Everybody

Expected result:
Writing to branch testfrom/master should be successful and writing to other branches is blocked.

Actual Result:
Unable to write to branch testfrom/master with unexpected error due to permissions configured on the 1st Branch Permission.

After changing the 2nd Branch Permissions to selected users or user groups, writing to branch with the name testfrom/master is successful
