SSH Key - Adding a New SSH Key to the organisation always adds it to the Individual rather than the organisation

Tried adding an SSH key to our organisation settings.

However, everytime you add it, it shows up under the user's personal ssh keys rather than the organisations SSH keys.

This is preventing us from integrating our CI workflow which depends on two repositories from the organisation to clone the other.
