The latest commits don't `repo:push` via webhook and how to resubmitting webhook EDITED

Set a pipeline webhook (drone.io) in a repo, developers report that sometime, the latest commit doesn't repo:push to that pipeline, then pipeline missed and can't build with that commit.

but in fact, a new commit was pushed.

Second, can I re-submit in webhook and sync the commits to backend pipeline in Bitbucket Cloud? I click load new requests button, no differences.
