Custom tabs for a repository

I'm using an offsite (pre-existing) issue tracker, and I'd like it to be natural and obvious where it is. Ideally I'd like to be able to add an Issues tab (in the usual location) that would link over to the issue tracker site. Drop-down, return navigation, etc, isn't really that important if I can just get the link in a familiar place.
