repo transfer cannot be accepted if the repo has a public issue tracker / wiki etc

I tried to transfer a private repo to my companies team account, which Im an admin for. On the 'accept transfer' screen, I was unable to select a destination project and the "Accept" button remained greyed out.

The only clue as to what was going on was a tooltip with text something like "cannot transfer to a private project if the repo has public issue tracker, wiki etc".

I managed to workaround it by revoking the transfer, changing the repos issue tracker to private and transferring again.

I think this is a bug, and that the 'accept transfer' UI in this case should:

• when a private project is selected, offer to change the offending item (issue tracker or whatever) to private

Further, I think that when an issue tracker is enabled for a private repo, it should be private by default
