Highlight target fragment in source view

When you link to something at the bottom of a file (e.g., ) the screen can't scroll down that far, so the linked line isn't actually at the top of the screen.

There's a CSS pseudo class you can use for this (:target, I think), and then highlight that line to make it clearer. Sphinx might actually use Javascript to implement this even on other browsers, so there might be code to take from there.

    My laptop isn't great contrast, so maybe on other screens it's more visible, but I almost can't see the highlighting at all.
