Continuing to notify users about a feature they’re already using.(BBS-78031)

There are essentially two requests here:

• Allow users that are not using a new feature to hide the constant notifications (acceptable notification count: 1)
• Never send notifications to users that are using a new feature (acceptable notification count: 0)

Continuing to notify users about a feature they’re already using is a bug and should be resolved soon as possible.
