Allow team members to manage webhooks, without being administrators

We have started using webhooks instead of polling from Jenkins and it proved to be a massive improvement. However, many of our team members would like to be able to set up their project but cannot because they are not administrator of their repository. Corporate rules prevent us from adding everyone as an admin.

It would be nice to have a separate permission allowing users with write access to the repository to add and configure webhooks
