better integration between HipChat / Stride and Pull Requests

    Description

      Pull Requests are extremely handy to have a conversation about code, but the notification system is pretty cumbersome. At the moment the best we can do it poke notifications to a specific Room. This can get very spammy, particularly if there's only a few reviewers + author in the PR.

      Surely a better solution would be an option to directly notify the individual users in HipChat, rather than tie to a room?

      An even better solution from a UX point of view would be to create a temporary room for each PR. Then all comments can just be mirrored in the room, and users directly notified if comments have been made. This would be bi-directional, although you would have to push comments made from chat into the top level comments section in the PR (or add a / command to reply directly in the source thread i.e against the bit of code that we're talking about).
