Instructions for new repositories give error: "No surch remote 'origin'"

These new instructions on a new / blank project give an error:
git remote set-url origin PROJECT_URL

"No surch remote 'origin'"

Using Git on Mac.

But this works:

git remote add origin PROJECT_URL
