Warn users of setting privacy settings of a restricted fork

Right now, when a user has a child fork that is under the umbrella of the parent's privacy setting "Only allow private forks", we will simply not save the settings at all.

Let's make a clear error that we're unable to change the fork's settings (private to public) based on the parent's settings.
